I have the honour to forward herewith enclosed copy of a despatch which I thought advisable to send to His Excellency, the Governor-General of Hong-Kong, regarding rubber shipments from Sumatra.
His Excellency, in reply to my despatch to him of July 19 informed me that the Hong-Kong Agent of the java- Japan Line
"has throughout shown himself anxious to observe the "spirit and not merely the letter of the law, and has "behaved with scrupulous correctness.
